Most articles I read on making hummingbird food say to use a ratio of 4:1 water and sugar. I have seen some that say 3:1 as well. I'm not sure if it hurts the hummingbirds to do a ratio of 1:1 or not but I do know they seem to prefer their water on the sweeter side. So try making yours a couple different ways and see which combination seems to attract them more. If they still come around when using a 4:1 ration, stick with that.

4 cups water
1 cup sugar
or 2 cups water with 1/2 cup sugar
3:1
3 cups water
1 cup sugar
1:1
1 cup water
1 cup sugar
Mix your sugar and water together on the stove and bring to a boil to allow sugar to melt. Allow to cool and pour into your feeder. Store any remaining water in a container in the fridge.
